A broad mix of government
officials from various agencies,
including ministries of environment,
water, energy, education, health,
finance and the interior, and from
national institutes and regional
development agencies, are sought to
participate. To ensure that
attendees are the most relevant, the
selection of participants is based
on the existing governmental
structures and competencies for
implementing sustainable development
policy.
Participants are expected to:
- come from the target countries;
- have responsibilities in policy making and
cooperation with other institutions;
- hold permanent civil servant positions in their
institutions;
- be available to attend the obligatory (first and
last) modules, plus one of the elective modules; and
- have a solid command of the language of
instruction.
Application and Selection Process
Applications that comply with the
qualifications above may be
submitted directly by potential
applicants or by relevant ministries
and agencies. A complete application
is comprised of:

a completed application
form (in
English or in
Russian);
- a resume (C.V.) that clearly
indicates the applicant’s
current position and
responsibilities, as well as
relevant past experiences;
- a brief statement of
interest (maximum 450 words),
indicating why the applicant is
interested in the course, what
he/she hopes to gain from it,
and what context sustainable
development has in his/her work;
and
- a brief letter of support
from the applicant’s supervisor,
indicating that the supervisor
supports the application and
tentatively grants leave to
attend the training.
Any applications that do not
contain the above information will
not be considered. Complete
applications will be reviewed by a
group from the project partners;
applicants will be informed of the
outcome of the selection process in
the fall, before the October module.
Proof of English language skills may
be requested.
